A change in the tax law last year that made donating a vehicle for charity less attractive for taxpayers has had mixed results for charities that take cars.
Some are reporting little or no change in the number or value of cars donated for a tax deduction. Others say the changes have hurt their fundraising efforts.
"It's not a pretty picture," said Ron Field, vice president of Volunteers of America. The charity gets more than $10 million a year from the sales of donated cars.
The number of cars donated to VOA this year is off 46% from a year ago, and their estimated value is off 40% to 50%. "We're getting hit on both sides," he said.

Yet the National Kidney Foundation has seen a 7% increase in the number of cars donated and no change in the quality of cars.
"We were hoping for the best, and that's what we've gotten," said Julia Anderson, director of the foundation's car-donation program.
As of Jan. 1, the deduction a taxpayer can claim for cars donated for charity is limited to the amount for which the car sells at auction. Previously, taxpayers could deduct what they could document as the "fair market value." Because cars often sell for much less at auction than owners think they're worth, deductions will be much less this year.
Charities must notify a taxpayer of the amount the car sold for before a deduction can be taken, unless the car is worth less than $500. An exception is if you donate to a charity that is going to use the car and not sell it. Then you can deduct the "fair market value."

Charities feared lower deductions would scare people away. It has, and it hasn't.
"I was concerned, but our numbers are pretty good," said John Bierholm, chief operating officer of Donate For Charity. The average value of cars it has auctioned in 2005 is $950 vs. $800 a year ago.
